Purpose of Obtaining a
Washington State Lottery License
Washington State Lottery tickets are considered a controlled product and are sold and regulated by the Washington State Lottery and its licensed agents. The purpose of a Washington Lottery Retailer License is established under RCW 67.70.040(i). This legislation grants the power and authority of the Lottery Commission to license retailers as agents of the state lottery to sell or distribute tickets.
The office of the director of the Washington Lottery is a designated law enforcement agency under RCW 67.70.330. The director shall have the power to enforce this chapter as well as the penal laws of this state that relate to the conduct of or participation in lottery activities and the manufacturing, importation, transportation, distribution, possession, and sale of equipment or paraphernalia used or for use in connection therewith.

What Retailers Get
Sales Commissions
6%
commission on all Scratch ticket and Draw Game sales (except Mega Millions and Powerball® ).
7%
commission on all Mega Millions and Powerball sales.
1%
bonus increase in commission on all Lotto sales when jackpots are $6 million or more.
Selling Bonuses
Retailer selling bonuses are paid to the retailer who sells a winning jackpot ticket or who sells selected high-tier winning tickets. Currently retailers are eligible for retailer bonuses in the following categories:
POWERBALL
For a jackpot winning ticket the Lottery will pay a $50,000 selling bonus to the retailer.
2nd Tier ($1,000,000)
For a second-tier winning ticket (matching 5 of 5 numbers without the Powerball ), the Lottery will pay a $10,000 selling bonus to the retailer. Power Play will not change the selling bonus amount.
MEGA MILLIONS
For a jackpot winning ticket the Lottery will pay a $50,000 selling bonus to the retailer.
2nd Tier ($250,000)
For a second-tier winning ticket (matching 5 of 5 without the Mega Ball), the Lottery will pay a $2,500 selling bonus to the retailer. And a $10,000 selling bonus for selling a winning second-tier Mega Millions ticket with Megaplier.
LOTTO & HIT 5
For a jackpot winning ticket the Lottery will pay a selling bonus of one percent (1%) of the winning jackpot to the retailer (if multiple winners, selling bonus is split appropriately).
